That’s why, if you’re planning on applying for a Maryland driver’s license or if you’ve received a DUI or DWI, you may be required to participate in one of two alcohol and drug education programs. The Maryland MVA Alcohol and Drug Education Programs are designed to inform participants of the effects of alcohol and drugs on the human body and possible consequences of driving under the influence of these substances, as well as promote responsible decision-making practices when it comes to alcohol use.
3 Hour Alcohol and Drug Education Program
If you’re an applicant for a Maryland driver’s license but already have a driver’s license from another country (excluding Canada), or one that was issued by the Armed Forces, you will be required to attend a 3 Hour Alcohol and Drug Education Program.
If you participate in this program, here’s what will happen:

When you’ve successfully completed the program, we’ll submit your certificate of completion to the MVA if you’ve provided us with a Maryland Soundex number.
If you don’t have a Soundex number, you’ll be issued with a certificate and a control number.
After you’ve received your certificate, you’ll be able to take it to the MVA and apply for a driver’s license.
12 Hour Alcohol and Drug Education Program
A 12 Hour Alcohol and Drug Education Program is available to those individuals who were convicted of driving under the influence of alcohol or driving while intoxicated. The MVA will send you a referral letter if you’re required to take this course. You could expect to receive a letter if:
A District Court judge referred you.
An Administrative Law Judge in the Office of Administrative Hearings referred you.
Your original driver’s license was revoked due to an alcohol-related incident and you’ve applied for a new one.
The letter will let you know how to arrange a preliminary alcohol assessment and provide you with information about attending an alcohol education program.
The preliminary alcohol assessment is used to determine if you’re considered an alcohol abuser or alcohol dependent. If the assessment reveals that you are an alcohol abuser or dependent, you’ll have to complete the longer 26 Week Alcohol Treatment Program, which contains the 12 hour course curriculum. If not, you can attend the 12 hour course.
To get started, contact us to sign up for a course. The course must begin within a 90 days from the due date provided on your referral letter. Bring the letter to your session and complete the program. We’ll send you a letter verifying that you completed the course.
If you don’t attend the 12 Hour Alcohol and Drug Education Program, the MVA reserves the right to suspend your driving privileges. You’ll be instructed to surrender your license to any full service MVA site, and you won’t be issued a new one until you complete the education program.
